I don't think it is, but I got mine via a special order from Kalamansi Books -- they import books from the Philippines (I haven't used them in a few years as I now live in the UK, but every time I've ordered from them before they've been really amazingly helpful).
I liked a lot about the book, though I thought there were some problematic things about it (regarding gender & some other stuff -- I don't remember specifics b/c it was a while ago & I don't have the copy w/me any more, alas). But definitely worth a read.
